Data, information, and knowledge about the role of the police are obtained by searching the contents (the focus of discussion) of research articles published in the last ten years. The analysis was carried out by looking at the quantity and quality of references obtained from various journals incorporated in the international journal indexer. The reference visualization obtained was carried out using the Vosviewer between 2013-2022. The research results obtained are presented in the form of identification and categorization of articles, authors, countries, institutions, and the most cited keywords in the domain of knowledge about national security and order, as well as community compliance based on the locus of the country where the study is conducted. This study aims to determine the implementation of educational affirmation policies around the world, by collecting articles from various sources. The data were analyzed using the Nvivo 12 application. The results showed that the implementation of affirmation policies in the world is very diverse. Various countries are implementing educational affirmations because of protests, riots, and for justice. The implementation preferences also vary, consisting of the quality of graduates, job readiness, and the choice of majors available. The impact of the affirmative policy received a positive, negative response, and a combination of both. The targets of the educational affirmation policy are minorities, African students, African-American students, and Asian students. The advantage of this research is that it focuses on a netnographic approach because netnography usually focuses on social problems, but this research focuses on policy. The author’s method to obtain information about poverty alleviation in the world uses bibliometrics with the Vosviewer application. Data, information, and knowledge regarding the analyzed articles are accessed from various references such as Scopus, Tailor and France, Emerald, Springer, and other references based on access to dimensions Index and Publish or Peris. The results of the analysis found that the articles that contributed the most were from the United States of America, China, Indonesia, Canada, India, and Malaysia. Meanwhile, the discussion on sectors that play an important role in poverty alleviation efforts is the economic sector and public policy. The research method used is descriptive-qualitative. Data collection was carried out through observation and experience at the research locus, interviews with informants as public service providers with community members suffering from malaria, as well as conducting document searches on the institutional arrangement of services and handling of malaria. The data, information, and knowledge obtained were analyzed using descriptive-quantitative analysis techniques. The results showed that the institutional arrangement of public services in the health sector in handling malaria in Teluk Bintuni Regency, West Papua Province, Indonesia was carried out using methods, approaches, and systems that had been considered effective. The effectiveness of this institutional arrangement can be seen through the implementation of the Early Detection and Treatment (EDAT) system which has been applied since 2010. In 2018, this system received an award from the United Nations Public Service Awards (UNPSA) in Morocco, which is a prestigious award in the field of public services in the United Nations. Previously this system won an innovation award held by the Ministry of Administrative and Bureaucratic Reform of the Republic of Indonesia in 2017. Merit System is an SCA management policy based on quality, competence, and effective performance. Without distinguishing ethnicity, existence, race, religion, age, marital status, and condition of disability. The objectives of the SCA Law are Independence, Competence, Work Productivity, Integrity, Welfare, Quality of Public Services, as well as Supervision, and Accountability. This study uses a qualitative method. The format of governance in Indonesia in different eras has been very adaptive and sometimes ambiguous (double-faced) because, on the one hand, it has the face of decentralization but on the other hand, it has the face of asymmetrical decentralization, centralization, or re-centralization. The pattern of asymmetric decentralization in archipelagic countries (archipelago) is expected to be able to contribute to the development of local competencies owned by each region, as has been the successful experience of various countries that have successfully implemented asymmetric decentralization, such as Japan. Asymmetric decentralization in Indonesia is a historical continuation since the colonial period and is confirmed in three constitutions that have been in force. The rationale for asymmetric decentralization can be referred to in the constitution as the highest legal entity. Asymmetric decentralization concerns fundamental matters related to the pattern of relations between the center and the regions in the design of different authorities, institutions, finances, and controls.
